
2011 Saturation/High Density Program Details As Provided By The USPS
If you are identified by the USPS as being eligible you will be sent an invitation letter sometime after November 1, 2010.
If you feel you qualify, but did not receive a letter, you may request a review of your eligibility by contacting the USPS at SaturationHDIncentive@usps.gov no later than December 20th, 2010.

Application deadline is December 31, 2010.
If you are not sure you qualify, we encourage you to fill out the application.
Once the application is submitted, in mid February 2011, you should receive an e-mail from the USPS with three attachments
Revenue and Volume Threshold Report - which lists your 2010 volume history, by permit, used to make the threshold calculations.
Certification form – this is to be signed and returned to the program office certifying that the threshold volume established for your organization by the USPS is accurate.
Threshold Inquiry Form – Complete and return only if you believe that the volume history used to calculate the threshold is inaccurate or incomplete. You must detail the problem with the volume and return form and return to the program office.
The program office must receive either the signed Certification Letter or the Threshold Inquiry Form no later than March 31, 2011
An FAQ document from the USPS is attached which outlines the rebate amounts and examples of how the rebate will be calculated.
If you are mailing under your own permit number, you must have a functioning Centralized Account Payment System (CAPS) prior to the close of program period in order to facilitate the rebate process. SM&M will be glad to assist you in setting up your CAPS account. The link to set up a CAPS account is http://caps.usps.gov/capshome.asp .
If you are mailing under a Mail Service Provider’s permit (such as SM&M’s permit), with your written authorization sent to the Program Office in advance, your rebate may be credited to the permit imprint account of a MSP. It is your responsibility to ensure that the MSP credits that rebate to your account.
While you are going through the application process, SM&M will help gather information you will need on quantities and proof of mailing.
SM&M will keep a running total of your pieces mailed by SM&M throughout the 2011 program and provide quarterly reports to you and the USPS on your behalf.
